Add beef bones, quartered onion, fish sauce, ginger, cinnamon stick, star anise, cloves, salt and peppercorns to a pressure cooker. Add 2 quarts of water, staying within the manufacturer’s fill limit for soup.

Pressure cook on high for 90 minutes. After the cycle finishes, let pressure release naturally for 15 minutes, then carefully release the remaining pressure according to the manufacturer’s instructions. Time for the cooker to reach pressure is additional.

Strain bones and vegetables out of the broth. Keep the broth simmering on high.

Prepare the hearts of palm noodles according to the package. Add the thinly sliced steak to the simmering broth and cook until it reaches at least 145°F, then allow a 3-minute rest before serving. Divide noodles and thinly sliced vegetables among six bowls, then add the cooked steak and hot broth. If you prefer softer vegetables, simmer them in the broth before adding the steak. Top with cilantro and adjust fish sauce to taste.
